In order to empower the Moscow based team, the Company
is looking for a Senior Analyst to cover local and
regional governments' and public sector entities'
ratings in Russia and CIS countries.
Описание вакансии:
Your main mission will include analysis of local and
regional governments and government related entities in
the CIS region. In addition to writing and managing
the production of credit rating reports, you will travel
and conduct long and in-depth meetings with rated local
and regional governments and public entities. Your
duties will be: - Take responsibility for public
finance ratings as a primary analyst with help and
supervision of senior analysts. - Perform credit
analysis by demonstrating the ability to understand and
identify key factors that affect an issuer's credit
rating. - Analyze original, non-routine complex
business problems in a timely, orderly and insightful
manner. - Be flexible in terms of deadlines and work
undertaken. - Develop and maintain an understanding of
public finance trends and issues. - Participate in the
development of new, and revisions to existing, criteria
for public policy oriented enterprises. - In
undertaking analysis to work closely with staff from
other teams, such as Infrastructure, Financial
institutions, Structured Finance, Sovereign and our
legal department, to ensure a co-ordinated approach to
clients. - Actively participate in rating committees.
- Present findings and opinions to a credit rating
committee. - Perform periodic portfolio reviews in
conjunction with the rest of the team. - Participate
actively as a member of CIS public finance team in
sector related publishing and outreach activities,
including seminars, investors' briefings, medias
interviews, conferences.

The successful candidate will possess the abilityto undertake rigorous analytical work and will be
proficient at doing research and writing well structured
analytical reports. Experience in local and regional
governments finance, public policies and how politics
affects the workings and funding of the sector is
required. Required experience and skills: - Prior
experience relating to the public sector or public
policy. This might include experience with central
government, local government, university, bank, or
accountancy/consulting firm providing services to firms
to the sector. - Post-graduate academic qualifications
with Public Sector/Public Finance/Corporate Finance bias
are particularly welcomed. - A strong interest in
public finance and public policy. - Fluent in English
and Russian, other languages would be an advantage. -
Willing to travel across CIS. - Strong analytical
skills, and capacity to analyze legal documentation.
- Numerate, accurate, and detail orientated, with the
ability to maintain accuracy whilst complying with tight deadlines.
